Senior Project Controls Specialist - China

KBR is providing Project Management Services encompassing Engineering, Procurement, phase execution supporting KBRâs client Sonangolâs multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa.  KBRâs Project Management Team is responsible for the overall management of the Ownerâs EPC Contractorâs contract.

***This position will first mobilize to China and then to Angola***

KBR is seeking a Senior Project Controls Specialist to be the Project Management Company (PMC) representative.  This role will lead a team of one or more project controls specialists working independently on a project or leading a project controls process on a major EPC project.  This role will be responsible for all aspects of cost control including trending, analysis, forecasting, change control, cash flow, and reporting.  The Senior Project Controls Specialist will review project costs incurred by category, calculate future costs based on labor productivity, material price increases, subcontract, wage rates, and risk analysis. 

Under broad direction this role is accountable for the performance and results of multiple related disciplines or sub-groups within the Project Controls function and will manage the delivery of functional objectives by providing leadership and direction to managers or professional staff.  May direct resources, prioritize tasks, and provide guidance to less experienced team members.  Participate in the development of project controls strategy and may be responsible for global processes and procedures in estimating, project risk control, cost control, and scheduling.

Responsibilities:

  • Ensure the development and completion of job progress milestones through scheduling, that project controls systems and processes are implemented and continue to deliver accurate project status & that project cost data and reports are accurate
  • Collaborate with procurement, material managers, & engineering workgroup leads pertaining to essential items of supply
  • Provide priorities for projects to guarantee completion
  • Contribute to forecasts and disbursements by performing schedule analysis
  • Use judgment to interpret internal and external issues and develop best practices.
  • Oversee the projectâs, cost controls, change management, forecasting, and reporting efforts
  • Drive effective execution of project control functions on various capital projects
  • Evaluate project health status and maintain effective communication with project leadership
  • Assess project contracts and commercial terms to ensure that the project controls processes are aligned to address specific needs
  • Coordinate & communicate with engineering, construction, and procurement on project activities and inputs & all stakeholders - including client, subcontractors, and joint venture partners on data integration and reporting

Required Education, Experience, & Skills:

  • Bachelorâs degree in project management, project controls, engineering, industrial engineering, or related field
  • 15 + years in project controls
  • Proven ability with project health assessments, budget development, cost analysis, forecasting & variance reporting techniques
  • Must be able to manage analytical & data centric project controls
  • Advanced Microsoft Office skills including reporting through Power BI
  • Must be able to self-lead & communicate to all levels of project team including management & clients

Preferred Certification:

Active Project Management Professional (PMP) Certification

AACE Certification

Interest & ability to achieve these certifications beneficial
