Role Purpose:
Lead China Exams Transformation Team to initiate, plan, implement and operationalise global and China change programmes for a more digitised, efficient and future-proofing operating model. Manage programme-level dependencies, quality, risks and benefits realization to ensure alignment with China exams business strategy. Drive staff engagement during the change process across all China offices by providing leadership and developing effective communications strategy for different stakeholder groups.
Main accountabilities but not limited to the following:
1. Lead on identifying, analysing, strategising and implementing global and local change programmes in China exams business, ensuring operational efficiency, process optimisation, full compliance with corporate standards, customer service excellence, and alignment with agreed financial and non-financial targets in terms of benefits realization
2. Strategies and develops a 3-year transformation and change plan and vision based on a detailed analysis of the as is situation and drafts a road map for successful implementation
3. Assess change horizon (Global, regional and China), impacts and implications with input from from global, regional, and country business heads. Agreed priorities with Director Exams China and Director Operations of China exams.
4. Ensure business cases for change initiatives are developed strategically and with good quality to support business decisions. Achieving effective management and co-ordination of resources within the delivery of change programmes to support China exams business strategy
5. Managing transformation programme level risks proactively, ensuring change risks associated to all projects and programmes are identified and appropriate resolution actions agreed with stakeholders, and risks are mitigated with effective plans
6. Develop China exams change communications strategy which drives change acceptance in the target audience groups and proactive staff engagement during the change process
7. Develop and maintain excellent relationships and communication with internal and external customers to build a clear understanding of their needs to inform and enable innovation and improvement
8. Lead the national Exams Transformation team and IOC operations team, line-manage two PB7 Change Project Managers and one PB7 National IOC Operations Manager
9. Act as the National IELTS Administration Steam Lead to standardize national operational procedures, review long-term admin stream strategy and policies, deliver national and regional change projects, organize meetings and workshops to support staff L & D, and liaise with East Asia regional support team and Cambridge English IELTS Administration department to support China IELTS admin streams operational needs
10. Responsible for relevant budgets, financial planning, monitoring and reporting for all change programmes
11. Other Duties
Use standardised processes to monitor team compliance with agreed corporate risk management procedures relevant to service delivery (e.g. child protection, security policies, financial protocols, anti-fraud measures) to protect the interests of British Council and its customers at all times
Ensure all duties are delivered in line with the British Councils policies on Safeguarding, Equality, Diversity and Inclusion, and these are mainstreamed into national IOC operations.
Manage information created and received in compliance with the British Councils information management standards, policies, the UK data protection principles, and local legislation (PIPL)
Role specific knowledge and experience:
Experience of programme management, change implementation, process improvement or business operations
Solid working experience with dispersed or virtual teams
Knowledge of language assessment industry (Desirable)
Deep understanding of China exams business, processes, operations and systems (Desirable)
Requirements:
Education: Undergraduate degree
Certification and Professional Qualifications: Certification of programme and/or project management (MSP, Prince2, PMP, etc.)
Language:
o English C1 (Aptis C1, IELTS 7 or equivalent)
o Native Chinese speaker
