Learning and Development Specialist for China Manufacturing

Job Overview
Our HR Solutions Partners are responsible for various Human Resources activities, including employment and employee relations, recruiting, termination, and data analysis/metrics. They implement Human Resources policies at the country, regional, or global level by partnering with management to drive company-wide programs and initiatives.
Key Responsibilities
We seek a skilled Learning and Development Specialist to diagnose talent development needs, recommend, and implement appropriate solutions for China manufacturing. Key responsibilities include:
- Serving as a performance consultant and solution expert, partnering with HR partners to design and implement Learning & Development strategies addressing specific plant/cluster level needs, such as performance enhancement, change management, team integration, and employee engagement.
- Designing, managing, and implementing comprehensive talent (blue collar) development programs, ensuring plant operations are equipped with necessary skills and management to meet future critical talent needs.
- Collaborating with HR partners and team leaders to develop and promote a career advancement philosophy, processes, and guidelines, supporting employees' individual development paths, especially blue collars.
- Consulting with managers using various assessment tools, including 360-degree feedback, to identify development needs and create targeted improvement plans.
- Supporting HR leaders in building capabilities and developing site HR capability to enhance overall team performance and effectiveness.
- Conducting or facilitating engaging learning activities as needed to promote knowledge sharing and skill development for plant operations.
- Identifying and sourcing quality vendors or leveraging internal expertise for effective content delivery, managing resources efficiently to deliver high-quality learning modules.
Requirements
We require:
- Bachelor degree; advanced degrees or certifications in Learning & Development or HR are a plus.
- A minimum of 8+ years of HR working experience with 3+ years of progressive HR experience in Learning and Development or HR business partnering, ideally in the manufacturing sector.
- Certifications in various talent management tools and training preferred.
- An understanding of the manufacturing landscape in China and the ability to work effectively in a multicultural environment.
- Experience in managing comprehensive learning and development programs from end to end.
Estimated Salary Range: $80,000 - $120,000 per annum, based on experience and qualifications.
