Key Responsibilities
Leadership and Team Management
• Lead, recruit, and develop a high-performing government affairs team in China.
• Foster a collaborative, inclusive, and high-integrity culture aligned with Intel's values.
• Coach for performance and create an environment where diverse perspectives drive impact. Strategic Engagement and Policy Advocacy
• Develop and execute strategic responses to legislation, regulation, and policy developments at central, provincial, and local levels.
• Proactively monitor and assess policy risks and opportunities affecting Intel's business.
• Represent Intel in trade associations, think tanks and public forums.
• Advocate for responsible technology use, including AI governance, data privacy, and cybersecurity.
Stakeholder Relations
• Build and maintain trusted relationships with key government agencies e.g., (NDRC, MIIT, MOFCOM, CAC), policymakers, and regulatory bodies.
• Serve as a lead spokesperson on policy issues, engaging with media, academia, and civil society.
• Ensure Intel is positioned as a responsible and innovative partner in China's technology ecosystem.
Business Partnership and Internal Alignment
• Partner with Intel China President and leadership team to align government affairs strategy with business objectives.
• Provide strategic counsel to senior executives on regulatory trends and public policy.
• Collaborate with global government affairs, legal, communications, and marketing teams.
Compliance and Ethics
• Uphold Intel's standards for ethics and compliance in all external engagements.
Qualifications:Required
• Minimum 15 years of experience in government affairs, public policy, or regulatory strategy, with at least 7 years in a multinational corporation.
• Proven track record of managing complex stakeholder relationships and policy advocacy.
• Strong understanding of China's political and regulatory landscape.
• Deep knowledge of US-China relations, geopolitical issues and policy topics including cybersecurity, competition or trade.
• Excellent communication skills in both English and Mandarin.
• Demonstrated executive presence and ability to influence at senior levels.
Preferred
• Advanced degree in Public Policy, Law, International Relations, or related field.
• Experience in the technology or semiconductor industry.
• Familiarity with navigating matrixed organizations and cross-functional collaboration.
• Experience as an external spokesperson in high-impact settings.
