Responsible for departmental operations planning/execution or is focused on execution of professional activities within a technical discipline. Functions with some autonomy but guided by established policies or review of end results.
The job allows modification of procedures and practices covering work as long as the end results meet standards of acceptability (quality, volume, timeliness etc.).

As a program manager you will be fully responsible for driving the teamwork of cross function teams to achieve on time delivery with quality to meet the business goals.

Roles and Responsibilities

  • Responsible for developing and managing cross functional, technology led, or product focused programs. Manages budgets and interfaces with contractors, suppliers, customers and internal functions. .
  • Utilizes in-depth knowledge of a technical discipline and analytical thinking to execute policy/strategy.
  • Extensive project & program management skills leveraging Agile principles including developing and managing schedules, scope, budgets, resource plans, issues, risks, communications and quality/testing plans 
  • Monitor delivery of projects and escalate issues when necessary 
  • Provide status reporting on project key performance indicators (KPIs), schedule, resources, and milestone delivery 
  • Identify problems, impediments, dependencies, and other team dysfunctions, then facilitate quick resolution 
  • Track record of working well with others by partnering, leading and influencing cross functional teams 
  • Nurture self-organizing, high-performing teams through servant leadership and mentoring 
  • Resolve conflict through arbitration, negotiation, reasoned discussion, or escalation 
  • Comfortable working in a highly ambiguous, very fast-paced, results-oriented environment 
  • Assist the scrum master, product owner, and engineering lead with keeping development and delivery on track 

Required Qualifications

  • Master's Degree in Engineering
  • 5 years' experience in project leadership or driving product delivery. Experience working in cross-functional relationships, strong influential and communication skills
  • Consistent track record of success driving complex programs from inception to delivery  
  • Outstanding problem solver who builds consensus and drives key decisions 
  • Outstanding verbal and written communication and collaboration skills in Chinese and English
  • Enthusiastic, full of positive energy and persistent to targets

Desired Characteristics

  • Demonstrated experience with NPI ISO and regulatory compliance process, design history file and collaterals are in place and current
  • Ability to think strategically and creatively while executing methodically with high attention to details and ability to multi-task
  • Superior analytical skills. Demonstrated ability to interpret data and make business recommendations
