HK GHCS – Licensing Admin team is supporting licensing administration for AMH HK Securities dealing, MPF and insurance licenses. You will contribute in devising comprehensive solutions & driving continuous quality improvement in license management & operations lifecycle effectively and efficiently as well as support in a high-profile growing business segment in AMH.

We are currently seeking a high calibre professional to join us.

The Opportunity:

The jobholder is responsible for oversight and execution of the day to day activities of securities & Insurance License for individual staff of Hang Seng Bank in Hong Kong covering new registration, de-registration and change as well as ongoing monitoring, related enquiry and internal coordination from regulator's query.

In delivering the responsibilities, the jobholder is expected to successfully lead a cohesive team which is inspired to meet business imperatives.  This will include monitoring of workflow management tools, facilitating optimal resource planning to ensure delivery with high standard in accordance with laid down rules and regulations.

What you'll do:

• Lead and drive in administration / operations and control management of individual securities and insurance licenses of the staff in AMH Hong Kong - Hong Kong Monetary Authority (HKMA), Securities and Futures Commission (SFC), HK Insurance Authorities (HKIA) and Mandatory Provident Fund Schemes Authority (MPFA).
• Handle and monitor licensing operations and controls for new registration, deregistration, license renewal, information change, etc., to meet the internal and external regulatory requirements.
• Devise, implement and oversee the bank-wide licensed-related improvement initiatives for individual licenses in line with local regulatory requirements and bank strategy. Coordinate business analysis and process re-engineering review to the strategic solutions for operations improvement and efficiency initiatives. Ensure the adherence of latest regulatory/ compliance requirements and to review current workflow regularly to achieve process streamlining and cost savings.
• Perform regular reviews and mandatory reporting to external regulators to confirm the license records in the Bank
• Work collaboratively with both internal business counterparts, including Business Coordinators, Risk & Regulatory Compliance, Human Resources, IT, etc.; and external regulators, including HKIA, MPFA, SFC, and HKMA.
• Provide strategic direction to Managers to improve delivery on agreed service level agreements
• Identify, report and follow up potential breach case with both internal control counterparts and external regulators.
• Establish effective framework for implementing Operational Risk Management across teams and the center. Prepare & implement plans to mitigate Operational Risk in line with policy.
• By managing, setting objectives, developing and motivating the team and ensuring people management techniques are effectively employed for all staff. Coach and guide the team members during daily operation. Identify development opportunities and improvement areas for team members and keep track of the progress.

What you will need to succeed in the role:

• University degree in any discipline  
• Minimum of 8 years' banking experience, ideally relevant experience in non-financial risk and quality assurance & control operations
• Strong leadership with good communication and interpersonal skills, ability to work independently and under pressure. Proven experience of successfully managing and developing a team of staff across a range of processes within an operational environment.
• Proficiency in both English and Chinese (Cantonese and Putonghua)
• Great growth mindset and resilience to embrace change, overcome challenges and create space for curiosity creativity and connectivity.
• Great sense of ownership and servicing mindset to ensure efficient and effective customer service processes.
• Ability to manage resources of the unit in the most effective way to achieve efficient cost/service levels.

What additional skills will be good to have?

• Experience with individual license administration in securities and insurance in Hong Kong preferred
