"The Group requires independent second line assurance of the management of material risks and controls across HSBC’s non-financial and financial risk taxonomies. The Risk and Compliance Assurance Services (RCAS) function provides a significant proportion of this assurance.
Via its industry-leading centres of excellence, RCAS delivers innovative assurance solutions for and on behalf of HSBC’s Risk Stewards and peer assurance teams. Controls Assurance (CA) reports into RCAS, and is responsible for managing the assurance of key controls of critical business processes and specified non-financial and financial risks across the Group. This is achieved by building out centralised Centres of Excellence (CoEs) that will deliver agile, insightful and cost-efficient assurance. CA also provide a resource augmentation service to other assurance teams within the Bank, becoming a vehicle to effectively manage assurance costs and resources as a whole. Also, CA work hand-in-hand with the RCAS Automation and Analytics (A&A) team to develop, test and deploy their continuous assurance solutions. 
Specifically, CA has a mandate to provide the following key assurance services across the Financial Crime (FC), Regulatory Compliance (RC), Operational and Resilience Risk (ORR), Models, Credit and Insurance risk taxonomies within all HSBC territories and divisions:
• Process-led assurance – assuring the design, operation, recording and monitoring of key controls and expected risk management outcomes within agreed critical business services across the Group
• Risk-based assurance – assuring the above for the most material risks within specific risk taxonomies
• Entity Control assurance – assuring the design, operation, recording and monitoring of key controls designated by entity-level reporting frameworks across the Group ( SOX, ELCs)
• Resource augmentation – Temporarily providing staff to non-RCAS assurance teams to support their assurance
CA is principally comprised of CoE teams within China, Malaysia, Poland and India that deliver this assurance work, and are staffed with assurance specialists with expertise across the range of risks being covered."
The Opportunity:
"This role is accountable for the establishment and leadership of the CA teams in China and Malaysia (hereafter ‘the teams’), ensuring accurate, timely and reliable delivery of CA services. The role holder will be required to oversee and direct the teams, in order to assess the adequacy and effectiveness of risk management relating to FC, RC, ORR, Model Risk, Credit Risk and Insurance Risk across all business lines/ functions from across the globe. While executing this work, the teams will also be responsible for the following:
• Global leadership for the design and execution of assurance plans relating to WPB and Insurance.
• Local management of RCAS Disclosures Assurance, A&A and Professional Practices staff
• Management of key regional stakeholder relationships in Asia Pacific
This will be accomplished by building out and managing the local team and implementing the operating model in China and Malaysia, and working in collaboration with the wider Risk and Compliance Services function within the site. "
What you’ll do:
"• Completing the buildout of the teams, ensuring that the division has the necessary skills and resources to meet the assessment plan. 
• Developing a realistic, yet comprehensive global testing plan for WPB and Insurance.
• Leading the team in executing the CA assessment plan, ensuring that testing is accurate, effective and abides by CA procedures and templates, and meets quality control requirements. 
• Driving a high performance and supportive culture in the teams, energising staff by creating opportunities and developing capabilities, promoting the highest standards and celebrating success, supporting employee well-being, and collaborating to innovate. 
• Driving the delivery of assurance reviews led by the teams, setting ambitious targets and using experience/ knowledge to intervene and redirect testing as required, resolving escalations when they arise. 
• Managing senior CoE stakeholders and collaborating with Risk and Compliance Services, and other Risk and Compliance functions in the regions and/or at a global level, to ensure the effective delivery of the assurance. 
• Managing the site budget, staff headcounts and cumulative on-boarding of new team members. 
• Participating in the Global CA and RCAS management teams, helping drive cross-team initiatives, including feeding into people initiatives, procedures, templates, MI and training requirements, to continuously improve the operating effectiveness of the division globally
• Continuously assessing the control testing framework by developing and implementing innovative approaches to CA testing and reviews with the support from A&A."
What you will need to succeed in the role:
"• Minimum of 8 years proven experience in financial services compliance, testing, audit and/or legal management experience or equivalent.
• Excellent understanding of banking financial and non-financial risks, and the aptitude to learn about new and emerging risk types
• Experienced overall leader, with excellent communication skills, a people-oriented and polished management style, and a proven track record of leading through change.
• An innovative and forward-thinking mindset, and a proven ability to question, evaluate, and improve existing business processes and adequacy of information.
• Experience working with a global team and creating and working to global standards of quality. 
• Minimum Bachelor’s degree in related field such as business, finance, law or equivalent experience; Master’s degree preferred.
• Requires understanding of the changing regulatory landscape regarding compliance functions within the banking industry.
• Fluent in both oral and written English."
