Basic Function
Establish and maintain HSE management system. Be responsible for environmental protection, plant security, occupational health, operation /person safety and so on. Contact and communicate with local government and headquarters’ HSE team regarding HSE issues, make sure of compliance with company policy and local legislation.
Roles & Responsibilities
1) Enforce the Goal Zero Policy, establish full HSE system and put them into practice in the site.
2) Interact with and influence regulatory agencies (. Safety Supervision Bureau, Environment Bureau) to apply for required licenses, identify regulatory systems and works to leverage them.
3) Initiate Risk Assessment on facilities, equipment, working environment and human behaviors to identify safety hazardous and ensure effective corrective actions being followed.
4) Responsible all types of industrial injury investigation and act to close actions, also share incidents and lessons learned from other sites with employees.
5) Provide recommendations for HSE improvement project to management based on analysis of HSE metrics, investigation of accidents and near misses, and risk assessments etc.
6) Maintain and implement OE standards of LYB, provide preparations for group’s OE audit.
7) Conduct workshop inspection, Housekeeping and plant tour for HSE related aspects; Follow up all the findings and HSE action.
8) Develop and implement HSE training programs and awareness communications / meetings.
9) Responsible and manage the wastes disposal, environmental detecting, and follow up the report closely.
10) Organize occupational factors detecting and make corrective actions including PPE review, follow health check results and monitor occupational illness trend.
11) Develop and manage HSE plans, HSE targets, HSE gaps, HSE findings etc. and to be focal point of BBS, HSE committee, Emergency Plan, Crisis management.
12) Meets with local contractors/vendors review and assess their HSE systems, performance, supervisory development, etc.
13) Supervise and monitoring dangerous waste & normal industry scrap disposal process.
14) Develop subordinates and build up strong HSE team by robust succession planning.
Min. Qualifications
Education: Minimum university, degree holder preferable
Work Experience: 8+ year experiences in similar position in FIE or chemical manufacturing environment
Licenses & Certifications: National Certified Safety Engineer
Skills: Good communication skill and computer skill
Languages: Fluent in spoken English
