Financial Crime (FC) Function is a Second Line of Defence (2LOD) function that includes "Risk Stewards" who are independent of the commercial risk-taking activities undertaken by the Group's businesses (also referred to as "First Line of Defence" or "1LOD"). The FC Function also operates a set of critical controls on behalf of the FLOD by harnessing intelligence, analytics, technology, detection and investigation. The Risk Stewards are responsible for providing subject matter expertise, advise, guidance and effective challenge to the FLOD to ensure that, as Risk and Control owners, they effectively manage the FC risks for which they are responsible. FC risk is a non-financial risk that includes 'Fraud', 'Money Laundering, Terrorist Financing, Proliferation Financing', 'Bribery and Corruption', 'Sanctions or Export Controls Breaches', and 'Tax Evasion'. The FC function operates in accordance with HSBC Group's Risk Management Framework (RMF).

The Opportunity:

The job holder will report to the VP Risk Steward - Head of Ask Compliance and will primarily support the Ask Compliance First activities by carrying out the 11 Risk Steward roles and responsibilities via the Ask Compliance system.

Role Overview

  • Support the FC COE Risk Stewards to provide oversight and expert advice with respect to Money Laundering, Sanctions evasion, Terrorist Financing, Bribery & Corruption, Fraud, Tax and Reputational risk queries from Ask Compliance system.
  • Assist FC senior management, the leadership of the Compliance Function, and other risk colleagues on all material financial crime risk activities in line with the Risk Stewards roles and responsibilities.
  • Responsible for second line governance of financial crime risk exposure, providing analysis, reporting, and governance that is independent of the first line of defence, thereby maintaining an objective assessment of risk exposure
  • Provide advisory services to the business in order to ensure clear understanding of financial crime risk exposure with respect to clients, transactions, and products.
  • Oversight and challenge of the use and adoption of NFR / RMF deliverables and standards to ensure they are embedded and effective across FC.
  • Where needed, support and manage change initiative/projects as part of FC's strategy.
  • Adhere to and actively support established policies and procedures.
  • Be organized and exhibit the ability to act independently and exercise discretion with minimal guidance and supervision.

Principal Accountabilities: The following principal accountabilities are aligned to the Financial Crime Services and Processes Model.

Impact on the Business/Function

  • Provide timely, accurate and effective FC advise on all Ask Compliance enquiries received and/or allocated.
  • Support the Global FC management, the Global AML, Sanctions and ABC teams with implementing FC strategy, Global Standards and other FC-related policies and procedures, controls, and systems.
  • Establish clear assessment and understanding of risks and demonstrate ability to mitigate and transform the risk environment. Embed best practice in terms of management of basic risks and procedures at the functional - regional - country level (as applicable). Develop, implement and monitor appropriate FC policies, procedures and processes for managing financial crime risks.
  • Actively participate in NFR activities relevant to FC risks and controls. Perform risk stewardship by review and challenge of RCAs, Issue and Internal Event management and reinforce support to 1LOD.
  • Ensure compliance to Global Risk – Compliance FIM requirements, and adherence to home and host country financial crime regulatory requirements.
  • Report immediately to line and functional management, all material or significant breaches as soon as these are identified and provide all other required management reporting to the Global FC management and assist with remediation, as appropriate.
  • Develop and implement best practice standards, and procedures to govern the execution of Risk Steward responsibilities.
  • Proactive approach to the identification of FC risk change and potential impacts with insightful analysis and prioritization of relevant information.
  • Work closely with relevant stakeholders within Group, Regions, Functions (including DBS) and ServCo to provide expertise and support on all financial crime related matters.

Customer / Stakeholders

  • Lead / liaison with relevant stakeholders and relevant teams to provide expertise and support on all FC risk related matters.
  • Ensure that appropriate, timely and relevant risk information is provided to stakeholders and Risk Management forums.
  • Develop and maintain a strong and professional working relationship with relevant stakeholders within Risk and Compliance, Audit and Finance at Business, Global / Regional and Market levels.

Leadership & Teamwork

  • Drive attainment of functional objectives and goals.
  • Share best practice with teams in the function/site/regions and globally. 
  • Oversees and contributes to the execution of the strategy, standards, analysis and reporting.
  • Maintain and develop positive and professional working relationships with all stakeholders and senior business managers at all levels. Lead by example, demonstrating excellent behaviors in line with HSBC core values.
  • Drive and encourage constructive teamwork by demonstrating collaboration and matrix management in action and taking prompt action to address any activities and behaviors that are not consistent with HSBC's diversity policy and/or the best interests of the business and its customers.

What additional skills will be good to have?     

Operational Effectiveness and Control

  • Focus on aligning the HSBC operating practices with changes in Global FC policy and regulatory risk and ensure that the FC Risk Framework remains appropriate.
  • Resolve any/all identified issues promptly and escalate concerns to management as appropriate to ensure timely awareness of any material concerns.
  • Maintain and observe all HSBC control standards and implement and observe the Group FC Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators.
  • Maintain awareness of operational risk within assigned portfolio and minimize the likelihood of it occurring including its identification, assessment, mitigation and control, loss identification and reporting.
  • Ability to clearly identify FC risks and provide necessary analysis, advice, solutions and support.
  • Ability to deal with Senior Management and Business in a professional and proactive manner.
