Job Purpose
The Assistant Payroll Manager is responsible for maintaining precise, compliant, and effective payroll operations across various international locations. This role oversees payroll processing, manages relationships with external vendors, ensures adherence to internal controls such as SOX compliance, and promotes operational excellence through KPI tracking and ongoing process improvements.
The ideal candidate possesses extensive payroll expertise within a multi-country environment, ensuring accurate and compliant delivery. Additionally, they demonstrate strong operational capabilities and leadership skills required to effectively manage payroll operations in a dynamic and evolving setting.
What Will Your Main Responsibilities Be
Key Responsibilities
- Payroll Operations & Compliance
- Ensure accurate and timely payroll processing across Gr.China in partnership with regional payroll vendors.
- Maintain compliance with local labor laws, tax regulations, and internal policies.
- Review and validate payroll inputs and outputs, including gross-to-net calculations, statutory deductions, and final payments.
- Support internal and external audits by preparing documentation and ensuring adherence to SOX controls and other regulatory requirements.
- Validate payroll data and resolve discrepancies promptly.
- Controls & SOX Compliance
- Implement and monitor payroll-related internal controls in alignment with SOX requirements.
- Maintain documentation of control activities and ensure timely remediation of audit findings.
- Collaborate with Finance, Internal Audit, and Compliance teams to ensure payroll processes meet control standards.
- Vendor Management
- Manage relationships with global and regional payroll vendors, ensuring service level agreements (SLAs) and KPIs are met.
- Coordinate onboarding and offboarding of vendors, including contract reviews and performance evaluations.
- Resolve escalated issues with vendors and ensure continuous service improvement.
- Performance Monitoring:
- Analyze payroll data to identify trends, risks, and opportunities for process optimization.
- Present insights and recommendations to leadership for strategic decision-making.
- Stakeholder Engagement:
- Engage with stakeholders across various businesses to ensure alignment and collaboration on payroll activities.
- Facilitate communication and coordination between business needs and payroll operations.
- Transformation & Projects
- Participate in global payroll transformation initiatives, including system implementations, process redesign, and automation.
- Support change management efforts and contribute to global standardization of payroll processes.

What You Need To Succeed
Experiences & Qualifications
University Graduate
Skills
Compliance Knowledge: Strong understanding of SOX compliance, internal controls, and audit processes.
Understanding of labor laws, tax regulations, and payroll compliance (e.g., GDPR, local tax codes).
Strong knowledge of payroll regulations for Hong Kong and Taiwan.
5 years of experience in payroll operations, preferably in a multinational environment.
Benefits Administration: Familiarity with social security such as health insurance, retirement plans, and leave management.
Experience managing third-party payroll vendors and service delivery models.
Strong leadership with excellent communication skills (English)
Proficiency in payroll systems. (Workday, SAP).
Advanced Excel skills and experience with data analysis and reporting tools

Analytical Thinking: Ability to analyze payroll data and identify discrepancies or trends.
Collaboration: Ability to work cross-functionally with HR, Finance, and external vendors.

Confidentiality: Demonstrated ability to handle confidential information with discretion.
Process Improvement: Experience in streamlining payroll and HR operations for efficiency.
Time Management: Ability to manage multiple deadlines and prioritize tasks effectively.
Detail-oriented with strong analytical and problem-solving abilities.
