Qualifications & Certifications

Education: Bachelors degree in Civil, Mechanical, Structural, or a related engineering discipline from a recognized university. A masters degree is an advantage.

Experience: Minimum 10 years of construction management experience in oil & gas EPC/EPCIC projects, preferably including offshore living quarters, utility platforms, topside or CPP jacket fabrication/installation.

Certifications: Project Management Professional (PMP) or equivalent preferred. Valid offshore survival / HSE certifications (e.g., BOSIET, HUET) are advantageous.

Skills / Attributes / Competencies

Technical Expertise: In-depth knowledge of multi-discipline construction activities (civil/building, structural, mechanical, piping, electrical, instrumentation).

Project Control: Strong planning, scheduling, and progress measurement skills using tools such as Primavera P6 or MS Project.

Quality & Safety: Thorough understanding of HSE regulations, QA/QC standards, and construction codes for oil & gas projects.

Leadership: Proven ability to lead and mentor diverse teams of superintendents, supervisors, and subcontractors in a multicultural environment.

Communication: Excellent written and spoken English and Chinese (Mandarin) to liaise effectively with clients, subcontractors, and project teams.

Problem Solving: Strong analytical and decision-making skills to address schedule risks, cost impacts, and technical issues.

Key Responsibilities

Project Execution: Direct and oversee all site construction activities, ensuring compliance with specifications, drawings, and industry standards.

Planning & Scheduling: Develop, monitor, and update detailed construction schedules and manpower plans aligned with overall project milestones.

Team Management: Lead discipline superintendents and supervisors, allocate resources, and ensure productivity and quality workmanship.

Interface & Coordination: Coordinate closely with engineering, procurement, pre-commissioning/commissioning, and client representatives to resolve design or site challenges.

Quality Assurance: Monitor contractor performance, review quality records, and enforce inspection and test plans.

HSE Leadership: Promote and enforce a strong safety culture and zero-incident performance.

Progress & Reporting: Track and report daily/weekly progress, recommending corrective actions to maintain schedule and cost targets.

Change & Risk Management: Identify potential risks or scope changes and propose mitigation or variation measures.

Cost Control: Monitor construction expenditures and assist project management in forecasting and budget adherence.
