1. Job Purpose

Drive the successful delivery of Lean Six Sigma continuous improvement projects involving multiple departments and countries, suppliers and customers. Projects will create value by reducing cost, improve effectiveness, compliance, customer service, quality. The objective is to engage with the business units in measurable projects that bring real benefits to the business in PU Asia Region.

Manage regional Capex investment strategy, project proposals, budget and assure all the investment follows Corp. processes and procedures. Support PU Business Unit’s investment in Asia and also facilitate the global & regional resources to complete Capex projects in time with agreed budget.

Manage the Quality assurance, lab analysis activities etc to ensure quality system and capability in place and capable of dealing with the product quality management and customers’ requirement and complains in a timely and efficient manner.

2. Scope & Dimensions

-- Manage Regional Capex budget totally around 8m $ per year

-- Responsible for line supervision of up to about 40-45 employees

-- Responsible of yearly budget at around 20m$

3 . Principal Accountabilities:

Regional Operations Excellence

1) Accountable for availability of resources to support the manufacturing organization in the areas of process control, day to day operations support, projects and turnaround.

2) Accountable for identifying opportunities to leverage process improvement across the site (short and midterm)

3) Sparring partner for amongst others GET for long term improvements and tailormade these improvements for the site

4) Accountable for adherence to process improvement cycle

5) Ensure sustainable adherence to corporate set standards

6) Act as Liaison Officer cross departmental including GET and corporate EHS to ensure achievement of process and safety improvements resulting in higher production, improved quality and lower costs

7) Work with China and GA site Management Team, drive and supervise continuous improvement implementation by using Lean Six Sigma (LSS) as the principal tools across regional operation, identify and prioritize improvement opportunities, coordinate activities and assist in the development and employment of the Lean Six Sigma program and help provide visibility of the program.

8) Lean Six Sigma Project roll-out, execution and coordination

Support and train the local project teams, build engagement and align teams with company vision, goals and values Co-ordinate black belts in PU Great Asia of all kinds of Operation and EHS excellence projects Co-ordinate Lean Six Sigma training

9) Lean Operations - Technical and operational recommendation including manufacturing, quality, engineering, EHS

EHS Excellence Value Stream Mapping Plant operations productivity and management Plant assessments Kaizen events (cost reduction, product quality) 5S disciplines

10) Continuous Improvement: Ensure LSS tools, language, reporting, training and systems for Lean Continuous Improvements are applied. Provide LSS expertise for the development and enhancement of the company program. Develop tools and models that will enable the company to learn and continuously improve knowledge, engagement and use of LSS in daily activities. 11) Act as change agent to promote continuous improvement and six sigma methodology throughout the organization, and build up a lean culture throughout the organization.

12) Analyze data to produce key performance indicators (KPIs) of Operation across the region, research and benchmark best practices for PU Asian Pacific plants.

13) Portfolio management LSS, determine financial contribution levels and meet predetermined goals for LSS projects, participate in and complete company-required training programs, participate in EHS initiatives set by the company.

  Regional Capex Management

1) Work with PU Corp. to assure regional Capex project aligned with Corp. Capex strategy and principles.

2) Collaborate with internal stakeholders and site facilitators across the region in identifying Capex requirements and opportunities. Lead and Manage budget application activities for investment projects.

3) Ensure Corp. common project process and associated tools are being used for all major projects.

4) Ensure all the regional Capex projects delivered to agreed budget.

5) Ensure end of project reviews are being carried out and any learning fed into the process and organization.

6) Ensure global KPIs are being used to monitor and improve performance.
 

Quality & Process Chemistry

1) Plan and implements the Company's Quality Assurance program, policies, and procedures to ensure that the Company's objectives on product quality are achieved.

2) Quality & environmental system maintenance and improvements incl. ISO9001, ISO14001 & TS16949. Lead yearly renewal of these systems

3) Develop the procedures and programs to ensure the test methodology and daily laboratories operation meet Company standard and customers requirement

4) Implement production SPEC in HPS to ensure the recommended analytical changes and test methodology support the HPS quality performance standard 5) Develops, implements and maintains an up to date Laboratory information Management System (LIMS)

6) Develop performance target for quality team in line with company objectives and monitor people capability development needs and ensure good performance achieved in quality team

7) Be responsible for customizing POM in New Production Introduce process and ensure it is in place for production

8) Manage the QAD database and timely response to the customer’s complaints with corrective actions

9) Play key role in New Product Introduction & New Raw Material Introduction process to ensure a smooth new product roll out at Caojing site. 

10) Optimize product Support recipes, specifications, analytical requirements & procedures, and process flow by cooperating with global tech team.

11) Evaluate and uplift HPS quality function competency both in terms of team experience/skills, and lab hardware.

4. Special Features

The jobholder will play multi role Regional Operations Excellence and Capex Management and Quality Management Roles in HPS at the same time.

The Incumbent needs to contact with Corporate LSS Team, Capex PU division team and leverage resources from Rozenburg, Geismar and Everberg sites.

The jobholder will be in direct contact with the HPU technical functions at Rozenburg, Geismar and Everberg in all aspects of process and product chemistry, and is expected to establish and maintain a good working relationship with the HPU technical function on all sites worldwide.

5 . Knowledge / Experience / Skills Needed

1) Master in Chemistry

2) Black belt certification from a renowned company is preferred

3) At least 12 years of working experience in quality, Capex management & consulting, preferably in the chemical industry.

4) Ideally extensive knowledge of Capital investment.

5) Knowledge of polymer chemistry, analytical chemistry, organic chemistry, physical chemistry, process chemistry, reaction kinetics and basic concepts of chemical engineering are required. 

6) Strong interpersonal and influence skills.

7) Strong analytical and statistical skills.

8) Progressive ideas with ability to use current tools and methodologies.

9) Ability to work with individuals at all levels of the business. Multi plant scenario and with Asia region experiences would be a plus.

10) Ability to lead complex projects potentially across work units and sectors. 11) Problem solving is the extent to which the position is governed by established practices, rules, regulations, manuals, counsel/advice and independent thinking. It also includes the degree of complexity or original thinking required.

12) Depth knowledge on ISO9001 standard and technical specification for ISO/TS16949.
