General Job Function:

The site manager for China Wave 2 Portfolio provides rapid response and support to customer in resolving their issues and improving process efficiency by coordinating while profitably achieving qualitative and quantitative targets for the service products and solutions of China AP1000 I&C. In this role, he also plays a key role in developing new opportunities for extending services for business line, introducing new tools and service products to customer from time to time.

Duties and Responsibilities (in the order of priority):

Overall Westinghouse site lead with responsibility to give official Westinghouse positions and to direct Westinghouse resources to support plant site services from installation till commercial operations, according to the China Wave 2 Contract Terms and Conditions. Serve as the primary WEC onsite contact to all levels of site management and plant personnel on technical matters related to Contract scope. Coordinate with the Customer’s staff and Westinghouse staff to implement all site services, expedite responses to information and service needs. Serves as the site Manager for all onsite activities including physical work scope for AP1000 I&C systems, Scheduling /Planning, security, training, material shipping and receiving. Will support the other sites when required. Conducts project kickoffs, participates customer led commissioning coordination meetings, and pre and post job briefings. Compiles and delivers reports before, during and immediately upon completion of each WEC scopes. Including in these reports are discussions on scope, schedule, budget, overall performance and best practices based on lessons learned and Operational Experience (OE). Keep the log to track all the site hours, issues etc. Provides leadership for the Westinghouse Technical Leads to ensure continued improvement of project and professional performance. Manages multi-million dollar projects ensuring that all commitments are met and that WEC and Utility Customer policies and procedures are followed. Require travels and work at site about 50% of the time.

Education: Bachelor’s degree. Applicable disciplines are Project Management, Engineering, Business, Construction Management or related technical discipline, preferred Master's degree in Project Management, Engineering, Construction, Manufacturing or Business.

Experience: 5 years of experience as project manager leading and directing medium or high complexity projects to successful completion. 3 years in technical/engineering role and 2 years as project manager may be considered as equivalent. Prerferred 6 -10 years of experience as project manager in a technical industry such as engineering, manufacturing, nuclear or construction. Background managing I&C projects and/or projects involving China customers a plus.

KSA (Knowledge/Skills/Abilities): 

Advanced knowledge of Project Management Institute’s Project Management Body of Knowledge.

Required Competencies:

Advanced interpersonal skills such as effective verbal and written communications, ability to lead and direct complex team structures, able to develop relationships with stakeholders in upper management positions, able to analyze problems, establish facts, and make complex decisions with little to no supervision.

Advanced knowledge of Microsoft Office tools. Strong working knowledge in project schedule, cost and risk management processes and associated tools (, Primavera, SAP, Active Risk Manager, or other related tools). Advanced ability or understanding of the transformation of data to information for visual reports; database concepts to manage data within systems; the interaction of company functions that are touch points to projects (Finance, Legal, Quality, Supply Chain, etc.). High-quality presentation skills. Will be expected to complete assigned training in Westinghouse Systems, Procedures, and Policies applicable to assignments. Preferred, Broad technical knowledge of nuclear power plants – specifically I&C. Knowledge of general China business practices and contracting.

Certifications: Westinghouse Advanced Project Manager qualification completed. For external candidate, must be PMP (Project Management Professional), or equivalent, certification or meet eligibility requirements. PMI PMP Certification or another equivalent project management certification. Project Controls-related certification (scheduling, estimating, earned value, risk, etc.) will be viewed as a plus.

Languages: Proficiency in English, A second or more foreign language(s) will be viewed as a plus.
