Primary Function/Purpose

This role’s primary responsibility will be to work closely with all parts of company’s China business to maintain/develop strong relationships with key government stakeholders in central government include MOFCOM, NMPA and CNIPA etc. that aligned with the company’s business goals. The individual in this position will build strong cross-functional relationships with access, medical affairs ,marketing, commercial, legal and public relations teams and etc.

Key Responsibilities

Create positive customer experiences through effective communications and high quality win-win proposals

Further develop new approaches and strong relationship with key central government departments, include Department of Foreign Investment, Investment Promotion Agency of MOFCOM; Department of International Cooperation and Communication, Center for Food and Drug International Exchange of NMPA; Department of IP Protection, Department of International Cooperation of CNIPA ect.. Support GA related part on resolution of specific business issues which related to accelerate innovation and business environment. Maintain the win-win partnership with influential associations, i.e., RDPAC, Amcham China, USCBC, CAEFI and etc. Enhance key issues discussion/workshop with key stakeholders and leverage the resource of the associations. Explore project cooperation and advocacy efforts on strategic industry issues/topics such as innovation acceleration and IP protection etc..

Reinforce GA fundamental

Strengthen communication and collaboration with other internal functions/teams, including inner CA department, LCDDMAC, BUs of China affiliates, and Global functions, focusing on generating more voices of recognition and support for GA Act as gatekeeper of GA related workflow and SOP in the company Key stakeholder mapping of Lilly business value chain

Support for GA/CA general affairs

Prepare and support for China visit of global management team Provide talking points, reference materials on healthcare policy for management team’s internal/external speech Support advising and consulting to CA lead team and China ELCEC on GA related affairs Minimum 8 years’ experience with a successful track record in policy setting environments in government, and/or in policy and government relations functions with a corporation, consultancy, trade association or special interest group. Life science, pharmaceutical, health relevant background are preferred. Strong existing relationships with government officials like MOFCOM, NMPA and CNIPA, policymakers, and agencies will be preferred. Strategic thinker with demonstrated operational, analytical, negotiation and consensus building skills, and strong executive presence. Ability to manage multiple initiatives and to work in (and cultivate) highly collaborative and cross-functional teams (internal and external).
