Commissioning Manager

Job Summary

We are seeking a highly experienced Commissioning Manager to join our team at SBM Offshore. The successful candidate will be responsible for leading the Commissioning Department and ensuring the successful execution of Commissioning activities on our projects.

Key Responsibilities

• Manage and coordinate the activities of the Commissioning personnel, including office-based and on-site teams.
• Select and recruit Commissioning site personnel in coordination with the Human Resources Department.
• Ensure that QA and HSE procedures are understood, implemented, and enforced by all Commissioning personnel.
• Oversee the Quality and Safety performance of all personnel working in the Commissioning Department.
• Assist the Construction and Commissioning Division Manager in preparing the budget for the Commissioning Department.
• Conduct performance evaluations of Commissioning Department personnel.
• Cover administrative aspects of the Commissioning Department and identify training needs for Commissioning personnel.
• Participate in the review and development of GEMS, Departmental Working Instructions, and Job Descriptions for the Commissioning Department.
• Provide support to the Estimating Department during the bidding phase and to the Project Managers during the execution phase.
• Participate in the Project handover between Sales and the Project Office.
• Assist Project Managers in defining the Commissioning Execution Philosophy and associated staffing.
• Ensure the correct level of Commissioning support is present in the office during the Engineering phase of the project.
• Ensure that Commissioning requirements are fully covered and clear, and participate in the elaboration of procedures.
• Manage the Commissioning team and monitor the progress of the Completion team.
• Support the PMT regarding EPC schedule input, EPC schedule criticality analysis, Interfaces, and SBM Construction and Commissioning supervision Site Teams interfaces.
• Monitor Commissioning activities on-site, including ITR's closeout progress, Punch List Clearance, OTPs execution, and Systems Handover progress.
• Be located or visit on a regular basis construction sites during the Construction/Commissioning phase to monitor the performance of the Completion Team and ensure planned Commissioning activities are performed as per Project milestones.
• Provide occasional coverage in Construction Yards or on Offshore Facilities.
• Handle particular technical difficulties or risks related to Commissioning activities.

Requirements

• University degree in Engineering or Materials Science in Mechanical, Process, Electrical, or Instrumentation disciplines.
• A minimum of 15 years of experience in Commissioning in the Oil and Gas Industry-related projects, with particular emphasis on FPSO's and significant experience as a Project Commissioning Manager.
• Good communication, planning, and organization skills.
• Ability to take initiatives and find creative solutions to problems.
• Ability to take ownership and make timely decisions in difficult situations.
• Availability to travel per project-specific needs (25+% of time).
• Fluent in spoken and written English is a must, and other languages are a plus.
