Overview of the Role

The primary objective of this position is to guarantee that the designated regional business secures and sustains accreditation from relevant Accreditation Bodies, thereby ensuring the business's capability and reputation to engage with clients on a global scale.

It is essential to ensure that the organization effectively utilizes the global management system for assurance operations. The oversight program at both country and regional levels must be executed proficiently to uphold BSI's governance, risk, and compliance framework. This role includes impartial reporting responsibilities to the Global Technical & Compliance Director.

Under the guidance of the Global Technical & Compliance Director, this position will lead the technical and compliance functions within the assigned region.

Key Responsibilities

  • Collaborate with the Regional Management Team to ensure that each country adheres to and implements governance, risk, and compliance frameworks, in alignment with BSI Group and Group Functional requirements.
  • Oversee the Risk Profile across the regional assurance business, consolidating regional risks while being aware of risks within the Assurance Streams that may impact the region.
  • Assist the Global Technical & Compliance central function in developing, communicating, disseminating, and ensuring the effective implementation of the global management system, policies, procedures, and tools within the region; challenge the status quo to uphold BSI's values, integrity, and competitiveness in the assurance market.
  • Foster and enhance technical and compliance expertise within the region.
  • Conduct regular reviews of impartiality results, certification operations, ISA operations, and training operations.
  • Perform impartiality reviews on escalated opportunities.
  • Promptly escalate impartiality issues to the Global Technical & Compliance Director (i.e., within 24 hours).
  • Collaborate with the Head of Technical & Compliance Audit to ensure all planned audits are executed in accordance with the annual technical and compliance audit program.
  • Implement bi-weekly governance meetings with Sales/Commercial and Operations functions on technical and compliance matters at both country and regional levels, maintaining records of all governance meetings.
  • As the owner of assigned Global Procedures, review and revise procedures, providing feedback or suggestions on their applicability to identify hidden risks and improvement opportunities.
  • Identify training needs and organize training interventions related to technical and compliance issues within the region.
  • Support Country Management in defining and deploying local accreditation strategies that align with global accreditation strategies and meet local client needs and country business objectives.
  • Establish and maintain professional relationships with accreditation bodies and/or scheme owners relevant to the assigned region, ensuring effective management of all technical and compliance matters related to assurance activities.
  • Ensure collaboration and coordination with Global Scheme Managers/Global Product Champions and the Global Technical & Compliance central management team to implement global policies, processes, procedures, and systems consistently, optimizing revenue-generating opportunities.
  • Ensure all regional internal and external audit findings, complaints, and appeals are documented and managed using Entropy.
  • Coordinate the resolution of external and internal audit findings within the designated timelines, ensuring no overdue items.
  • Compile regional assurance performance data for contribution to the global assurance management review.
  • Establish and maintain appropriate connections with external committees and forums as necessary, coordinated with the business management team.
  • Additional responsibilities as assigned periodically.

Candidate Profile

  • Degree-level education or equivalent with relevant professional qualifications.
  • Proficient in Chinese (Mandarin) and able to work in English.
  • Extensive experience in the TIC industry with a solid understanding of technical and compliance aspects in a conformity assessment environment, including management system certification, product certification, and related compliance and legal risks.
  • Demonstrated leadership abilities with a recognized capacity to engage, collaborate, and influence at all management levels.
  • Strong technical background preferred, with knowledge of business processes.
  • Analytical skills to provide assurance while recommending value-added process improvements.
  • Proven experience in a global and regional business environment, particularly within the B2B, information products, and/or services sector.
  • Successful track record in an international working environment with an appreciation for diverse cultures.
  • Open, transparent, and collaborative with strong influencing capabilities.
  • Strong credibility at both senior management and peer levels with the ability to optimize outcomes.
  • Excellent presentation and project management skills, capable of influencing internal and external stakeholders.
  • Exceptional communication skills with the ability to produce clear, concise reports, demonstrating meticulous attention to detail.
  • Ability to influence both directly and indirectly to achieve desired outcomes.
  • Resilient, confident, and credible, with the ability to influence all management levels.
  • Willingness to travel internationally.
