Overview of the Role

The primary objective of this position is to guarantee that the designated regional operations achieve and uphold accreditation from relevant Accreditation Bodies, thus ensuring the capability and reputation necessary for global client engagement.

Additionally, it is crucial to ensure that the organization effectively utilizes the global management system for assurance operations. The oversight program at both country and regional levels must be implemented effectively to comply with BSI's governance, risk, and compliance framework. This role includes impartial reporting responsibilities to the Global Technical & Compliance Director.

Under the guidance of the Global Technical & Compliance Director, you will lead the technical and compliance initiatives within the assigned region.

Key Responsibilities

  • Collaborate with the Regional Management Team to ensure that each country adheres to and operates within the governance, risk, and compliance frameworks as stipulated by BSI Group.
  • Oversee the Risk Profile across the regional assurance business, consolidating regional risks while remaining aware of risks within the Assurance Streams that may impact the region.
  • Assist the Global Technical & Compliance central function in developing, communicating, and ensuring the effective implementation of the global management system, policies, procedures, and tools within the region; challenge the status quo to uphold BSI's values and competitiveness.
  • Cultivate and enhance technical and compliance expertise within the region.
  • Conduct regular reviews of impartiality, certification operations, ISA operations, and training operations.
  • Review impartiality on escalated opportunities.
  • Promptly escalate impartiality issues to the Global Technical & Compliance Director.
  • Collaborate with the Head of Technical & Compliance Audit to ensure all planned audits are executed according to the annual technical and compliance audit program.
  • Facilitate bi-weekly governance meetings with Sales, Commercial, and Operations teams regarding technical and compliance matters at both country and regional levels, maintaining records of these meetings.
  • As the owner of assigned Global Procedures, review and revise these procedures, providing feedback on their applicability to identify hidden risks and improvement opportunities.
  • Identify training needs and organize relevant training sessions concerning technical and compliance issues in the region.
  • Support Country Management in defining and implementing local accreditation strategies that align with global strategies and meet local client needs.
  • Establish and maintain professional relationships with regional accreditation bodies and scheme owners, ensuring effective management of all technical and compliance matters.
  • Ensure collaboration with Global Scheme Managers and the Global Technical & Compliance central management team for the effective implementation of global policies and procedures.
  • Capture and manage all regional internal and external audit findings, complaints, and appeals using Entropy.
  • Coordinate the timely closure of audit findings, ensuring no overdue items.
  • Compile regional assurance performance data for global assurance management reviews.
  • Maintain appropriate connections with external committees and forums as necessary, in coordination with the management team.
  • Undertake additional responsibilities as assigned.

Candidate Profile

  • Degree level education or equivalent with relevant professional qualifications.
  • Proficient in Chinese (Mandarin) and capable of working in English.
  • Extensive experience in the TIC industry with a strong grasp of technical and compliance aspects in conformity assessment, including management system certification and related compliance risks.
  • Demonstrated leadership capabilities with a proven ability to engage and influence at all management levels.
  • A solid technical background is preferred, along with knowledge of business processes.
  • Strong analytical skills to provide assurance and recommend process improvements.
  • Experience in a global and regional business environment, particularly in the B2B sector.
  • Proven success in an international working environment with an appreciation for diverse cultures.
  • Open and collaborative with strong influencing skills, capable of understanding and assisting regional needs.
  • High credibility with senior management and peers, with the ability to optimize processes.
  • Excellent presentation and project management skills, with the ability to influence various audiences.
  • Strong communication skills, with the ability to produce clear and concise reports.
  • Resilient and confident, with the ability to influence management at all levels.
  • Willingness to travel internationally.
