Job Description

for the Structural & Mechanical Quality Inspectors who will be contracted with Star Trading Co. Ltd Shanghai and dispatched to operate under the guidance of the Quality Assurance (QA) Department of APM Terminals Crane & Engineering Services (Shanghai) Co., Ltd. (APMT CES). Their primary assignment is to be stationed at the manufacturers’ facilities to oversee and ensure the quality of the structural and mechanical fabrication, installation, assembly, erection and alignment of the cranes or other types of the terminal or heavy industrial equipment.

PRINCIPAL ACCOUNTABILITIES:

Conduct the onsite structural and mechanical inspections as required. Ensure compliance with project technical specifications, design drawings, and relevant industry standards. Take on the role as QA SPOC (Single Point of Contact) for the specific project(s) as needed. Assist the Head of the QA Department in finalizing the Inspection and Test Plan (ITP) for the assigned projects, ensuring that quality inspections are conducted strictly according to the ITP. Work and comply with the working hours, overtime, holidays, and leave schedule as planned by CES site QA Team Leader or QA Manager. Monitor and report any Non-Conformance in cases of major deviation from Contract, Specification, Design, or Standards. Report via the Punch List any items requiring rectification work from manufacturers or suppliers. Participate in and in some cases chair the supplier audit and quality management meetings. Properly file all the QA records and documents and submit them to the CES Project QA SPOC or the CES Site QA Team Leader or QA Manager as required. Prepare and submit in a timely manner the inspection results and records to the CES Project QA SPOC. If the Quality Inspector is assigned as the Project QA SPOC, prepare as required the project QA reports and submit to CES Project Manager(s) on a required basis. Engage with manufacturers and terminals to discuss and resolve the general and specific quality issues related to the manufacturing of the equipment. Collaborate with APMT Asset Engineering (AE) to address the general and specific design-related issues for problem-solving and continuous improvement. Professionally deal with changes in project and managing all stakeholders on site. Whilst keeping best interest of CES. Assist in the continuing development and improvement of the quality inspection procedures. Accurately record and submit time reporting in accordance with CES's standard framework. Adhere to all HSSE rules and regulations of CES and the suppliers or terminals where inspectors are working, aligning with CES's "0" incident policy. Perform any other related activities, as required. Through the achievement of the above, to meet and raise customer satisfaction and drive optimization of Total Cost of Ownership for the equipment of the customers of CES. Comply with all company administrative rules and regulations and Code of Conduct. Reinforce the culture, values, and reputation of CES and APMT Group.

REPORTING:

Reports to the Project Single Point of Contact (SPOC) for project related inspection records and reports. Reports to the QA Site Team Leader if the Quality Inspector(s) is(are) assigned as Project Single Point of Contact (QA SPOC). Reports to the Head of QA Department if there’s no site QA Team Leader on site.

Work Location and business travel:

The Primary work location will be ZPMC Changxing Base. In some cases, the Quality Inspector may be required to work at suppliers’ and/or terminal sites, both within and outside China. This will necessitate domestic or international business travel. The Quality Inspector should be prepared to undertake these travels as scheduled by the company.

CRITICAL QUALIFICATIONS/SKILLS/EXPERIENCE:

Education:

Bachelor’s degree in Mechanical Engineering, Structural Engineering, Welding, or a closely related field. Any additional training in quality management and/or inspection is beneficial. Any additional training in structural and/or mechanical or hydraulic fields in the heavy industrial environment is beneficial.

Experience:

Minimum of 5 years of direct experience in quality inspection within the crane manufacturing industry. Must have AWS CWI certification (American Welding Society Certified Welding Inspector). Working experience with the crane third-party inspection companies, crane manufacturing companies or the terminals is highly valued. Any internationally well recognized welding inspection certification is a plus. Any internationally well recognized NDT (RT, UT, MT or PT) related certification (e.g., ASNT or ISO9712 etc.) is a plus. Any internationally well recognized Corrosion Protection certification e.g., AMPP (NACE or SSPC) or Frosio etc. is a plus.

Specialized knowledge:

Requires specific technical knowledge in crane structural fabrication, welding, mechanical fabrication, heat treatment, installation, assembly, alignment, and hydraulics. Requires having comprehensive knowledge of structural and mechanical engineering principles, especially as they apply to crane manufacturing. Requires specific technical knowledge of structural/mechanical/hydraulic related measurement instruments and procedures of surveys. Ability to interpret structural, mechanical, hydraulic and electrical drawings, layouts and specifications. Requires a general familiarity with crane manufacturing processes. Up-to-date knowledge of the latest industry standards, technologies, and best practices in crane manufacturing such as GB/T17505, GB/T1591, GB5315, GB/T6397, GB/T228, GB/T229, GB/T2975, AWS D1.1/D1.1M, ASTM A709/709M, A6/A6M, A36/36M, A370, A504, A673/A673M, A770/A770M, EN10025, EN10027, EN10204, EN1090, EN25817, ISO15614, ISO5817, ISO9606, ISO2553, ISO4063, ISO9001, ISO8501, ISO8503, ISO12944 & FEM1.001 etc. etc.

Communication & Language Skills:

Expresses ideas effectively to individuals and groups both in oral or written form. Adjusts language and terminology to suit the situation. English: Speaks on basic to advanced level, must be able to communicate in writing and to read technical documentation. Must be able to make QA records and reports in English. Able to use a computer with MS Office and/or any other applications as required by the business.
