Location: Shanghai, China

  • Lead and develop and lead purchasing strategies for direct / inventory materials and related service for Asia Region (except India).
  • Manage 60 suppliers and 384 items in APAC with $130MM in spend across global supply (P&L accountability) into our 14 plants and TPMs impacting $7bn in total sales.
  • Develop regional purchasing strategies with alignment with Global team to develop global strategies.
  • Make critical independent decisions regarding supplier's ability to meet API certification status.
  • Assure strategic alignment and responsible for implementing key sourcing strategies in the Asia regions.
  • Track, monitor and update the complex, multiple markets and changing business needs with direct communication to Global director.
  • Develop and implement supply risk mitigation strategies to ensure supply continuity.
  • Assure to meet financial & non-financial targets, including budget and cost for the region.
  • Work with cross-functional RA and R&D team for specification, testing, and supplier capability alignment.
  • Lead team to establish KPI matrix of existing and new suppliers' performance.
  • Negotiate key contracts within the region as well as assist with global agreements.
  • Maintain and develop relationships with strategic suppliers.
  • Lead negotiations with key suppliers to assure the established quality standards, volumes are met, competitive pricing and service achieved, as well as total cost of supplier ownership.
  • Establish cost models and index pricing models within the supply base to improve pricing forecasts.
  • Represent the region in global innovation initiatives and lead local implementation.
  • Create cross-functional synergies within divisions.
  • Assure all purchasing activities are strictly in compliance with company's policies, procedures, and company code of conduct.
  • Provide regular team reports on spending and improvement, supplier performance and action plans, commodity trend analysis & recommendation, Geopolitical updates, and risk analysis of spend.
  • Search and contact of new & existing suppliers in Asia Market, currently 55 suppliers in China.
  • Periodic meetings and visits of factories to evaluate the reliability of the supplier.
  • Work side by side with Global category leads to develop supplier strategies.
  • Manage and prepare agendas for periodic meetings with suppliers, build senior level engagements with suppliers and establish Abbott relationships.
  • Update information on international markets (raw materials, products in general, freight rates) / prepare a monthly market trend report for risks, risk for China exit strategy, and potential alternate sources in PA outside of China.
  • Request and follow-up to documentation from suppliers for international registration processes & shipments (depending on the case).
  • Select and analyze service suppliers for the development of activities related to the department and to be presented to the Purchasing Director to take a decision from options received.
  • Document technical information of the products for each supplier.
  • Assess the need for an MSA, negotiate and execute MSA.
  • Develop M&P roadmap by evaluating alternate sources of supply to drive cost savings.
  • Align with Director key site visits and relationships required to meet business objectives.
  • Align with JX procurement on local strategies.
  • Develop relationships with China suppliers to exploit the importance of Abbott's products.

China RX Specific Program:

  • Responsible for sourcing excellence for API ingredients impacting $120MM in sales in China Hospitals
  • Develop business case to communicate to the suppliers the needs of the program.
  • Develop robust process mapping for suppliers and how they become API certified.
  • Assess and educate current supply base on process to become API (57 Suppliers for Ingredients).
  • Outline costs, timing, and PTS to meet China Rx timeline.
  • Develop quality agreements with SQA and execute, add into the contract database, and align with current MSA if applicable. The total of agreements could result in 57 specific quality / supply agreements within one year.
  • Develop master supplier Sharepoint with RA to house all sourcing information, document process controls in the event China FDA will require.
  • Evaluate cost and timing of qualifying an alternate.
  • Qualify alternate suppliers in the event suppliers refuse to be part of API certification.
  • Work along R&D to develop and communicate specification criteria for API ingredients.
  • Work with RA to define supplier ready to become API certified.
  • Document technical information of the products for each supplier.
  • Assess the need for an MSA, negotiate and execute MSA.
  • Requires extensive travel to global companies to audit suppliers that will need to meet API status.

Project Dragon:

  • Responsible for building robust supply chain specifically China supply chain for geo-political risks for all of Abbott's plants, program is sponsored by the CFO and is to determine best course of China supply or explore options to move to alternate Asia Pacific location.
  • Work across the buying community to develop sourcing plans for current Chinese suppliers to either exit, build robust safety stock, or except the risk and build strong MSA's to reduce Abbott exposure of supply risks across the Brands.
  • Audit up to 35 suppliers in China to ensure SC plans are in place regarding safety stock, understand 2nd tier supply to ensure ABT is not impacted.
  • Communicate strategies, milestones and scorecard with the DVP of Procurement, VP of Supply Chain, and quarterly with the EVP of AN.
  • Requires extensive travel within China, develop strategic partnerships across the supply base, and must know Chinese to expedite conversations.
